I am currently renting a single family home in Centreville, VA. I would like to know how much accountablity for the property a manager truly has...
We have noticed the weather strips on all doors are worn and inefficient, can we have the property manager fix those so that we stop wasting money air conditioning the garage, deck, and porch?

Most leases contain a paragraph that spells out who is responsible for what in the maintenance of the home, Landlord or Tenant. In the lease that I use, if the maintenance item is not labeled or specified, than the Landlord is responsible. In my opinion, weather stripping would be considered part of the routine maintenance of windows and doors.
So to answer your question succinctly, refer to your lease first and then speak to the property manager.
