I understood a pet deposit to be refundable (or at least 50% refundable) item. Is this true of most leases? My landlord is refusing to return our deposit regardless of damage or necessity. Is this right?

I don't know about other states, but in Florida the law does not cover Pet Deposits. Therefore, it would depend on whatever the lease says. Usually the term "deposit" means that it is refundable if no pet related damage has occurred. It it is listed as a Pet Fee, usually it is refundable. The lease should state either way.
Did the owner give the required notice that they are making a claim against your deposit? If not, they have no right to claim anything. Speak with an attorney.
