Why do most leases require a steep security deposit, first and last months rent? Is there a way to have any of these waived?

Everything is negotiable. You always have the right to ask if they would take less deposit and/or last months rent. Some landlords will agree to take payment of the last months rent in installments after move in.
If they will not agree to your terms, you can move on to better opportunities.
